Ok, on the charge he has 6+D6 S5 power weapon attacks? without the deamon waepon drawback you normally get for +D6 attacks...
An 18" fearless bubble is a bit much also, and a meltagun... ? Tone it down a bit... the original dark apostles were a standard chaos lord (old one, not new one) with a 4++ save.

Psalms of Lorgar

Accursed Crozius: A Power weapon that grants the wielder a 4++ save. In addition it is also a symbol of the unholy powers, as such it inspires those around it, all friendly units within 12" gains the Fearless rule.
Psalms of Lorgar: The apostle is covered with tattoos, pages and books detailing the Psalms of Lorgar, The verses being long commited to memory, The apostle bellows out the words of Lorgar during battle. The apostle and his unit gain Furious Charge and Preferred Enemy.

Eliphas Accursed Crozius gives him D6 + attacks but if he scores a 1 he does not gane any extra attacks , plus he counts as haveing a power weapon.

I'm actually not opposed to giving good ol Eliphas a melta gun.

If for no other reason than its one of his war gear pieces that he can obtain in the Dark Crusade Campaign.

I would set him up like this

Points: 200
Ws 6, Bs 5, s 4, T 4, W 3, I 5, A 3, Ld 10, Sv 3+/5++

Accursed Crozius:
a Weapon once wielded by ancient Chaplains during the Horus Heresy, the Accursed Crozius is a power weapon which grants Eliphas and any squad he is attached to the furious charge special rule, and re rolls to hit in close combat.

Trophy Rack:
Eliphas displays the skulls of his enemies in a terrifying fashion. Any enemy squad within 18 inches and can see Eliphas' model suffers -2 to their leadership. Any enemy wishing to charge Eliphas or his squad must first make a leadership check, if failed the squad will not charge (fearless units are immune). This rule is not applied if Eliphas is in a transport, one must see the trophy rack to be afraid of it.

NOTE: This turns him into a souped up chaos chaplain. Note that the melta gun REPLACES his bolt pistol (as it does in the DoW campaign) meaning he loses that extra attack in cc. leaving him with only 4 s5 power weapon attacks on the charge.

He makes up for this, however by buffing his squad with furious charge, preferred enemy, and a negative leadership modifier, and of course a melta gun which can be fired more than once.

I like this. Eliphas is one of my favorite characters from Dawn of War, and definatly the best chaos lord in any of the games.
