So I've read my rulebook multiple times, but I can't really grasp some of the nuances of fast vehicles as Blood Angels.
What I've basically gathered is if you move 6", you can shoot two guns; if you move 12", you can shoot one; and you have the ability to move flat out 18". First of all, is that right?
The part I don't understand is shooting out of a shooting point enabled vehicle like a Rhino. If I have a Blood Lance Librarian, what's the farthest I can move while still being able to shoot it - I was told 6", but for some reason I'd imagine a fast vehicle could still go 12" (if so, are psychic attacks different?).

I think it goes as long as the vehicle can shoot something (or have the ability to do so a ta speed) its passengers can fire as long as they are either assault or 12" rapid fire or pistols

That is wrong, passagers can only ever fire if the vehicle moved at combat speed or was stationary.
Also, I think this should be in YMTC.

Not quite correct.
Fast vehicles can fire ALL of their weapons if they move at Combat Speed, ONE weapon if they move at Cruising Speed, and NO weapons if they move Flat Out.
Combat Speed is defined as a move of 6" or less. Cruising Speed is defined as a move of more than 6" and up to 12", and Flat Out is anything over 12". Yes, you can move Flat Out up to 18", or 24" if the vehicle is a skimmer.
So, move 0-6" you can fire ALL your weapons with a Fast vehicle, move 6.00001-12" you can fire ONE weapon, and move more than 12" and you cannot fire any weapons.

Embarked models count as moving as long as the vehicle has moved, but they may not fire if the vehicle moves at Cruising Speed.
So you may move up to 6" and still fire from fire points, but your infantry count as having moved, so if they're firing Rapid Fire weapons, they can only fire up to 12", and if they're firing Heavy weapons, they cannot fire.
Psychic shooting attacks follow the same rules as normal shooting attacks in regards to firing from a transport.

Wrong. If the vehicle moves more than 6", the models embarked cannot fire.

I notice you're an Ork player. Get some Battlewagons for your Boyz, and you'll get to abuse the hell out of these rules.
Just imagine 20 Shoota Boyz firing from a Battlewagon that just moved 6", then assaulting out of it in the Assault phase.
I love open-topped vehicles.

That is sort of wrong too. You can't assault OUT off an open-topped vehicle in the assualt phase. You can however assault after you disembarked in the movement phase. That might be better however, you can move 12", disembark in the movement phase, shoot in the shooting phase and then assault.

As a follow up question, does pivoting a Rhino count as moving? As in, can I pivot at the beginning of my movement phase to set up my assault squad for assaulting?

For the purposes of the unit inside disembarking, yes, it does count. You will need to pull the handbreak turn the movement phase before and expose rear armour, or disembark and then move 6" up first. And for orks, you want burnas in a Wagon. Just look at any of DoP's batreps. Anything the Burnas hit tend to quite literally evaporate.

Ya know, this is specifically answered in the main rules, first bullet point under disembarking, page 67.................... Check out the last line of the bullet point.
