I'd say they have more of a place in smaller armies when you don't have many rare choices anyway because of point limitations.

Theyre pretty bad.. Im trying to figure out why theyre 55 points *and* a rare choice.. For 10 more points you get a dragon ogre and for much less you get a knight which is probably better

For beastmen they are good I feel. a pair of them are useful for supporting the flank of your main battle line. Just don't plan your overall strategy around them being key to it working. We aren't as spoiled for choice for rare at that cost level.

I would only take them if playing about 1500 points of WoC, you might have some points left over and you can't take 2 Hell-Cannons at that point level.
Any smaller game and I would want to have all the points I could scrounge for other Warriors, whether their Chaos Warriors, Knights, or Heroes. . .
Although I might change my mind depending how effective they are with ASF, I can see them working well as distractions and annoyance for holding flanks, since you could take 3 with ASF for the rough cost of a Hell-Cannon. . .

I think the role they fill that other things don't is as a back-line/flank protector.
Their charge distance is pretty low for 8th, but 360 charge is kinda nifty. So one sitting in the backfield can cover a pretty good area and pin something.
I've also seen them used to good effect to "scrape" some of my blocks out of the fight. A spawn hits the flank of a dwarf warrior unit- it won't win, but they can't always kill it right away, and they're stuck fighting it and not supporting the main battle.
I'm either stuck fighting with only 4 warriors at a time to my flank, or I combat reform and expose my flank to the main chaos units...
Not great, but I think there's some kind of neat things you can pull off with them.

In my opinion they are to random to be reliable, but as Zeke noted they do have something nothing else in the book really can (hellcannon aside).

I played some 1500 point games where I take two with the Mark of Slaaneesh, Always Strikes First, and Fear are a great combination for dealing with small flanking units, who usually have weak leadership and are out of BSB range.
They're great for protecting flanks, but I sure wish they had a save of some kind...
