There is an upcoming RTT (2000 pts) and I have two options for an army:
mech BA: Libby, 6 Rhino/Razorback units, 3 Predators, 3 Dreads (pic shows variant).
or DoA: Libby, Honor Guard, 2 Sang. Priests, 4 full Assault squads, 3 Vanguard units (pic shows 1750 pt army).

Well both are viable imo, without knowing exactly which models you have available other than those shown I would say go with the DoA list. For the other list you probably need more Razorbacks and should either go Rifleman Dreads + Baals or AutoLas Predators + CC Dreads imo, what you have there is a mix of both and I'm not sure if it would work out as well due to LOS issues mostly. You will find its hard to see past the Rhino Chassis' if you end up with too much stuff in the midfield, Riflemen have the flexibility to see past (weapons are physically closer together and higher up, and they can get higher up in terrain than a Predator) and if you go AutoLas + CC Dreads then its much less of an issue as the Dreads are far easier to shoot past.

The DoA list is easier to alter (and get to 2000pts) as all you are adding is jump pack models. Stuff like Devastators, which would really help your Vanguard, won't really work as they are the only things on the board to start with. I would probably consider running a second Honour Guard unit as tooled up correctly you can use them to take on anything basically, the only catch being the points cost (particularly if you factor in the second HQ). Otherwise I would consider Assault Terminators or maybe something in a Pod if you don't mind not having everything having DoA.

Short answer is take whichever one you like playing the most really, both are competitive lists and should do well.

I like the DoA list better but the mech list looks good too. Either one should be fun.

With the DoA special rule you can get reserves in quicker. just use terrain as cover if you don't put priests in for the FNP saves. Make sure that you have stuff to break tanks and armour since you are not running any.

Well, the DoA list is like this:

Libby w/ jump pack, shield, lance

Honor Guard w/ melta (4)

2 Sang. Priests w/ jump packs

4x 10 Assault Marines w/ melta (x2), powerfist

3x 5 Vanguard Veterans w/ powerfist

In turn 2, 75% of the units should arrive, say, 3 Assault squads and 2 VV squads.
The meltas should take care of the tanks and the VV should be able to charge upon arrival, thanks to DoA and HI.
