Thank you to all who helped me develop my list.
This list will be infantry based with every squad able to hear the sound of a yelling officer's voice. I think it is good because with the orders it unlocks the true potential of my troops.

Too much bling and Special characters for my tastes. Wasting melta guns on tiny SWS and command squads without chimeras. Officer of the fleet can be a blessing and a curse. I rather not use it at all. Heavy support is ok I suppose. I would like something though that can reliably kill tanks from far range like vendettas

Your CCS is actually 250pts, not 195. I think you forgot to count the Astro and Officer of the Fleet.

Chenkov can't take meltabombs. Special Characters and Upgrade Characters can only take the wargear they are bought with unless specified (like Njal in SW codex can take Terminator Armor) That squad should be 90pts.

The commissar squad with PW is 110 points, not 105. You probably forgot to add the meltabombs here. Likewise the Grenade Launcher/Vox group is 65 points with meltabomb sergeant. This means you have 30 points undercosted your 6 infantry squads in total.

When you scrap 80 points somewhere and make the army list legal I'll give you some advice on the list, but in general I'd say Kenshin is correct. You have 3 upgrade characters in the list but you're slacking on squads like giving only 2 special weapons when they can have 3-4. I like the artillery heavy portions. Manticores are fun for everyone (except your enemy). I think basilisks are .. meh, I would probably run 2 LRBTs and a Manti.

You really need some heavy weapons in there and I would remove one artillery for Vendetta or a tank. Those Melta squads are nasty but theyll get targeted first ( if possible and killed). Yea too many special characters. Pick one or two. Personally I like Harker. You need more troops if your going to protect the artillery. I personally separate out the heavy weapons from the regular squads. Cant movem and shoot so evey time you move you waste shots.Costs a little more.

1.) You don't need heavy weapons. Especially not with al'rahem.

2.) I would recommend against watering down either your infantry or your artillery just to take a single tank or a single flyer.

3.) SWSs are fragile, which is why you've brought a lot of them. Oddly enough, I've played with them a lot and have rarely seen them targeted.

4.) special characters? You should have zero. Perhaps with al'rahem. All the others aren't contributing in a meaningful way to your list.

I'd leave Creed, at least. There's at least the option to form a combined squad with one of those infantry platoons and issue For the Honor of Cadia or even FRFSRF depending on the situation. I'd drop Chenkov and use the infantry platoon for a home objective or counter assault unit, (you don't have any conscripts anyway, so bleh.) and keep Al'rahem to try and sweep up on the other side of the board.

Personally, I'd drop the SWS for a vet squad with melta, but that's because I absolutely hatehatehate missing with meltagun shots, (even bring it down fails me more often than not)

were furious charge free, then sure, I could see taking creed. As it is, you have to spend 90 points to give ONE squad S4 per turn. How is this worth it?

The only time I can see creed is if you want to outflank something HUGE (like a demolisher squad or something). Otherwise, you're better off just buying another PIS for that power blob (or whatever).

The idea is every squad gets an order...Is that ok? Except maybe Chenkov because he doesn't do any offensive orders. scrapping Chenkov.

You should combine another squad with you commissar squad to take full advantage of his abilities.
