Penal legionnaires

Theme for the army is the troops are incarcerated prisoners/Scum, the Imperial 'adepts' (think sergeants) would always have a shotgun, they would be fearless since if they tried to run the Keeper shoots them, the troops would have a background Hive world, Imperial world, feral world or void born.

Elites would be full units of arbitors with Penal legionnaires as a "Gretchin Screen" like the Orks have/had. the would get access to psykers that were captive on the black ships.

maybe we should try to make this a codex, thoughts? if i get enough interest ill start a thread on proposed rules and we can make a codex.

Take Penal Legionnaires as troops in an IG army, take a command squad with Warden (Strakken) and use carapace vets/stormtroopers as arbites. Should work decently enough.

Penals are kinda already in IG.

Lord Commissars, Priests, and Commanders make good Wardens

Its a good idea but as pointed out they are in the IG codex.
