When I give an order. Whose leadership is used to take the test? The commanders, sargeant, gaurdsman, commisars?

It is covered clearly in the codex, but you use the Ld of the unit receiving the order.

unless you pay through the Nose for Kell; then the units receiving an order from the Co. Command Squad kell is in uses that officer's Ld.
