If any Tac Squad is less than 10 men, are they able to buy any special/heavy weapons at all or are they only capable of taking bolters? I'm reading and re-reading the codex and it doesn't seem to show up anywhere.

Reason is we are playing some smaller games as part of a campaign and it's the first time I'm about to field a Tac Squad that's less than 10 models.

If it doesn't say you can, then you can't.

Page 134 of the codex says what you CAN do.

However your sgt can take a combi-wep.

The sergeant can take his upgrades, no heavy or special weapon, so the best you can do is a single combi-weapon. If you're playing really low point games, you might want to house rule 1 heavy or special weapon in a 5-man squad, since the real rules often have weird effects. You also might want a scout squad instead, they can take a heavy weapon (and sniper rifles) with 5 men.
