One Canoptek Scarab in a Swarm

I got into an argument with an opponent about my Harlies striking at initiative order charging into cover.
He stated that i'm I1, despite the fact that I showed him the part in the rulebook that describes how only 'models slowed by difficult terrain while assaulting are i1'.
Since Harlies ignore cover in their movement, ie, they're not slowed by terrain this is correct, yes?

To have your initiative reduced, you must take a dangerous or difficult terrain test. Did you take a test? Then your initiative is reduced.
If you didn't take a test (which harlies don't when moving through terrain), then you strike at initiative order.

Is Harlies a special unit or something?
or are you talking about bikes?

Which generally means they will strike first (at least In my experience (IME).)
Cover is no protection from Harlequins.
