Would 40 Clanrats still benefit from the horde rule, if you placed ranks of five on both sides of the bell?

yes, the Skaven army book states that the bell base counts as an equivalent # of models for the units it's in.

As long as you have 7 models front + bell base to make 10 model front, you are a horde.

So I could technically just have 25 Clanrats with the Bell and the unit would be a horde?

Yes. However it would be a fairly bad horde...

Yea its more effective to just make it deep for survivability, and what i hear is making it a plague furnace is even more effective
