Dude, you could have totally posted this in that long, rambling discussion that you just posted another comment in.
Answer: It depends on you and your play style. If you're an "in your face" blood angels, close assault kind of player, stay away. If you're into moving your troops around to avoid combat and sneaking pot-shots at your enemy with a small number of high-power weapons, you might like them.

They can be because they depend on expensive (about $20/each) crisis suits; the good news is you'll only need 12 of those and you can magnetize them for weapon loadouts. Hit e-bay, you can sometimes find good deals.
At 2000 pts I field 12 crisis suits (including HQ and BG), 12-24 firewarriors, a pathfinder unit with devilfish, 3 broadsides, 2 hammerheads, an additional devilfish and maybe some kroot.

the battleforce is a fairly good deal and is the only Battle force(that I can think of, excepting a fairly poor IG build) that will net you a Playable army from that 1 box(at about the 500-600 points range)
The most expensive parts of the tau army are also the most useful: Broadsides, Pathfinders, Crisis and Vehicles.
