#2 has been gone over ad naseum there is no Start of the turn phase in
40k; start of turn is start of movement phase.
However,
OP; this still does not mean that the farseer is in play at the Start of movement Phase/Turn because he is not. All Eldar non-shooting psychic powers must be cast before the reserves come in(and thus before the reserves process is started) because both are done at the same time, but Reserves adds the caveat that they are done at the start of the phase before any models are moved. Because of that last bit you can do anything(barring moving any models) before you Must roll for reserves.
Start of turn order will go one of 2 ways, when reserves are concerned:
All Farseers on the table cast non-shooting powers(or models for any given army that have beginning of turn/movement Phase abilities, use them now)
Reserves are rolls are made for all units
Units available from reserves move onto table via whatever option they chose
every other unit in your Army moves, or doesn't as you see fit
enter into the shooting phase.
or
Reserves are rolls are made for all units
Units available from reserves move onto table via whatever option they chose
now no Farseer (or models for any given army that have beginning of turn/movement Phase abilities) can cast a non-shooting power(use those abilities) because you are well into your movement phase
every other unit in your Army moves, or doesn't as you see fit
enter into the shooting phase.
