Because 40k is not Fantasy battles in space.

Orks are not exactly Orcs in space, Squats(the Space Dwarves) are all dead and never coming back, Eldar are not Elves in space, and Chaos Marines are no where near warriors of Chaos.

There kind of are Space skaven, though(in a manner of speaking), they are called the Hrud; and may appear in the new Tau Empire Codex(hopefully along with the "new" squats, the Demiurg).

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.
Stop looking for buzz words and start reading the whole sentences.

GW decided long ago that they wanted to seperate 40k from fantasy.

Way back in the mists of time you could play fantasy and 40k together, The fantasy world was actually considered to inhabit the 40K universe.

Indeed the shift from 2nd to 3rd ed saw the demise of Squats which didn't fit into the new streamlined setting and rules.

So whilst there are Halflings (Ratlings), Ogryns (ogres) and Space Elfs (ermm..Elfs?) and deamons of course there is no place for Skaven.

Hrud are roughly equivalent to skaven. Small creatures of shadow with warp-based technology that "infest" a location. They aren't ratlike though.

The people in the past who convinced themselves to do unspeakable things were no less human than you or I. They made their decisions; the only thing that prevents history from repeating itself is making different ones.

there will never be a 40k skaven due to the fact that 40k and fantasy are meant to be divided.

but it would be cool to make your own army of skaven!!

Funny thing. Re-reading Dan Abnett's The Lost, and in Traitor General, they make reference to rats.
