Yes; one more spell than normal means level + 1.

Yeah, it means you miss out on 2 spells, so you need to decide if, on average, you can take the risk - especially without another BRB lore mage (unless you choose heavens on the slann. I'll stop laughing now ) around.

Yes, but you've got a great chance, seeing as how you can only roll for 6 of the spells, and then change one to the signature if you like. So 5/6 times, you'll be getting the big spell (if that's what you're looking for!)

Definitely a good item for a cheaper slann at low points! The only drawback would be it's taking up your arcane items slot, which I believe is where cupped hands is...? But again this is for a budget slann where points percentages is a problem.
