If you want Lysander then take a squad of 10 Termies with 2 cyclones to benefit from his bolter drill.

Lysander is being modeled in Salamander fashion. He is my Captain. Fluffy is a matter of perspective. Just borrowing his rules for my HQ.

Looks like it would be fun to play and i think it would do well against other marine armys but not horde. But that means you will do well against 3in4 opponents

Because getting to re-roll 6.6 str 4 shots is obviously worth wasting a 200pts CC monster?
If anything stick him with the sternguard.

As for the list, its a one trick pony and not a very good pony. Where are Lysander and Vulkan going? PFs in 5 man squads is a complete waste. Also, your list is 1930pts.

Its practically a law that you need 3+ Troops/Scoring units above 1,500pts.

Yeah, I'm pretty sure this list isnt going to work out the way you think it is. The only chapter that I would feal comfortable running 2 named HQs at the same time would be Blood Angels, and it would have to be a high point game.

Blood angels or Space Wolves are two that come to mind certainly.

But ok let's say we go mad and think Lysander and Vulkan is a good idea...

GOD knows why you want Lysander apart from his Str 10 Thunder Hammer

Feels weak for being 2000p. I suggest you drop either Lysander or Vulkan and use those points for some good troops perhaps.

The last list posted here can be used with dropping Vulkan and adding a fourth troop of 5 marines in a razorback (if one like those)

I don't suggest this at all. I have run Vulkan/Lysander lists before and while the re-roll Lysander will give the Sternguard is nice it doesn't help enough to make up for the huge point sink. Choose one or the other. At 2500+ I would say go for it but not at 2k.

i'm not saying he should use both at all. but if he's set on it then that list is my idea of how it should be used
