Two questions:

1-Who gets volley fire?

2-If HE sea guard stand and shoot can they fight with with spears and shield when hit in the charge?

I feel like handgunners should have an upgrade (extra training) that allows them to volley fire.

Nah, volley fire is ranks 3-8 getting to fire. And you certainly don't want handgunners doing that!!!

The question is.. why wouldnt you volly if you had the ability? hehe, and to answer your questions

Volley fire is where the bowmen are firing into the air and the arrows are raining down from the air upon the target-- far less accurate represented by only half of the rank getting valid shots that can hit...

The first two ranks are shooting over each other's shoulders-- i.e. first rank kneeling or something while the second rank shoots over them.

Rifles/gunpowder weapons cannot volley effectively with small projectiles (mortars are large projectiles) because of the mechanics of the weapon.

Yep, so all is good again. Bows (of all kind) get volley fire and guns AP...

Observe also that you can only do volley fire if you haven't moved that turn.
