This might sound a bit obvious, but just put some slightly thinned PVA on the base, and dunk it in your tub of sand. Whan dry add some smaller patches of pva where you want the tufts, and pinch some grass and dab it gently on. Tap the base to remove excess and yer done.
Not really any more to add unless you want a specific look?

I use static grass one of two ways:
If I plan on covering the whole base, I coat the base in Elmer's Glue, then dip it in my bag of static grass. I turn the figure upside down over the bag and tap the bottom of the base a few times- this shakes off the excess and gets most of it standing upright(more like real grass).
If I'm doing small amounts (accent etc), I use a toothpick to put the Elmer's where I want it. Then I use tweezers to grab a tuft of the grass and place it. I don't shake the excess off until the glue's dry (this method usually leaves the grass looking pretty upright)

Another point - If the glue is thinned enough the grass will pull upwards towards itself anyway. You can also lift the edges up or tease it up, or into a particular direction with a brush or whatever to get a windswept look.

Super Glue works very well with static grass, it holds much better and dires quicker. Basically what I do, put super glue whereever I want stack grass, put clumps of static grass on the spots of glue, shake the excess off then blow gently on it to make the grass stand up.

I generally find it looks best only to partially cover the base in grass, to my mind a fully covered base can look like the model is running over a football pitch.
Also, use differetn shades of static grass is different patches.

These days I use little pre-made clumps of static grass from Fredericus Rex in Germany.
Much quicker.
