So does anyone know any fluff on them? All I know is that they recently turned to chaos. So Im wondering which codex should I use, and how should I arange the army. Do they favor jumppacks, mech assaults, short range firefights, long range firefights, or something else entirely? Im just trying to make a themed army.

they didnt join chaos they are in penalty crusade as they joined astral claws in badab war

Yeah the Mantis Warriors are penitents. They can't recruit so they wouldn't have scout squads (or if they did, they'd be very rare).

The big problem with them as far as finding fluff is that they've been kinda adopted by CS Goto, so if you look for any fluff for them you might end up with Multi-laser armed Devastators.
