Can orcs & black orcs lead goblin units?
I've heard a lot of people say that they can't, but I can't find anything in the orcs & goblin book saying that they can't. I have the orc & goblin book, and can't find a rule anywhere that restricts who can join gobbo units. I think a lot of my people are either confusing Ogre kingdom rules with orks & gobbos, or they are thinking of a previous edition of the game. If I'm wrong could someone point out what page the rule is on.

They can. They'll have to be on the flank of the unit due to the different base size footprint.
I don't think I've ever seen someone say that they can't; they just argue that it isn't fluffy and that a proper orc wouldn't be caught dead with weedie little grots.

Is it legal to upsize the base to from 30mm 50mm so that it can fit within a unit of 25mm bases? Even if the 30mm is in the flank it's going to throw the entire formation off because it will push the two members of the 2nd rank behind it back an additional 5mm.
Local tournaments don't allow any special/named characters so I'm probably going to model the black orks as skarsnik/giant squigs/gobbo on a giant squig. The army is basically going to have gobbo commissars that feed out of line gobbos to their giant squig to maintain discipline.

You rank up the gobbos as normal then you just add him to the side of the unit, like this: (check the section for Characters in the BRB)

Gobbos are on 20mm base (aka "small infantry") so no, you may not change from 25mm to 40mm in order to be placed in the middle; you will end up on one edge, your choice.

True, you can stick him on either end. Didn't work with my nice explanation with the G's and BO's
