What I think.

Assaulting into cover forces you to fight at I1 [great for terminators.] yes?
Using assault grenades either...

A. means you assault at the same time [despite your initiative]
B. you strike at normal I

It got changed from the 4e system, where the I modifiers for tough terrain were structured differently (worse IMHO).

Grenades have an entry in the table of contents and the index.
Assault grenades have their own section, which is a mere paragraph long, where the rules clearly state "Models equipped with assault grenades don’t suffer the penalty to their Initiative for assaulting enemies through cover" and "fight as normal."

I'm really not sure how this can be misinterpreted at all, if you actually read it.

As you should well know by now, this forum is not a rulebook replacement.
You couldn't just wait till you had a rulebook handy? Were you in the middle of a game with no rulebook or other players in sight with an opponent who didn't know what their wargear did ?
