Here is a thought for a 1,500-point game
I know I have a lot tied up in the Company Command Squad, but it has yet to fail me. I took Captain Al’Rahim to give myself extra mobility. This an experimental list in progress and I am willing to make some changes, but I would like to keep my Company Command Squad and Captain Al’Rahim not necessarily his platoon. When I expand the concept, I will add some Chimeras and some Valk/Vendetas. Marbo it there for 2 reasons, 1st I has 68 point left and 2nd he is fun.
The Basic Tactics:
-Creed and his CCS find some heavy Cover and give the second Platoon Command Squad the “Tactical Genius”. I should get my Reserves quickly, but I know if I don’t I know will get creamed.
-the 2nd Infantry Platoon is to give Creed “Bubble Wrap” and additional Fire Support.
1500 Creed

I think your CCS is massively overloaded. This list doesn't start enough men on the board to take full advantage of creed's abilities (and it has no power blobs); it only has 3 HWS or SWS to benefit from Kell's abilities; it has one outflanking platoon, ie one dice roll that will be affected by the astropath's abilities; the master of ordnance is a useless model who never hits anything; nork deddog is an overpriced model who will never justify his points cost; the officer of the fleet is probably a decent idea, if you play against opponents who outflank or deep strike a lot.
Some other issues: sniper rifles in SWS aren't any good, heavy bolters should never be taken over the same-price autocannons.
Essentially you've just blown 1/3 of your budget on a bunch of special abilities, with very little to use them on. How about a CCS with creed, a vox and a regimental standard? Then take blobs loaded with heavy weapons + special weapons, or special weapons + power weapons, add some HWS to taste.

Don’t take this wrong, but as I stated in the first part of my list the CCS has NEVER failed me. The MoO has always hit something during a game even if was not my intended target. This was not the part I was wanting to have you guys rip into.

Actual Al’Rahim Makes his whole Platoon Outflank, plus the PCS. If I understand the Reserves rule each Squad rolls indavidualy.

I am not sure about the Sniper Rifles, i just like the Mini's, if I need points this is were I might get them First. I would like to go with Autocannons or Heavy Stubbers, but I cant get Heavy Stubbers and my AC issue is a WYSIWYG issue, the minis I have are armed with “Mini-Guns”. I guess I could call them Autocannons.
Then take blobs loaded with heavy weapons + special weapons, or special weapons + power weapons, add some HWS to taste.

If you really want snipers, you should just count them as ratlings - a much better choice than a SWS with them.
Al'rahem's platoon comes in on a single reserves roll, it's in his special rules. My real problem with this part of your army is that you might have a difficult time benefiting from Creed's orders, when about half the army comes in from a different part of the board, and that you haven't given this part of the army (who will presumably come on close to the enemy if possible) any power weapon + commissar equipment for close combat.
How has the CCS never failed you? It's always produced one S9 ordnance hit on something (which you weren't aiming at, but are grateful to have hit)? That seems a very poor use of 500 points. If Nork is such a great addition, how are you using him, if you're standing still to fire with the MoO? A 110 point bullet magnet? I don't see what it's doing that you couldn't replace with, say, a sensible CCS including creed, and 2 artillery pieces.
Finally, look at the price tag on that unit. Then look at all the guns you could get for 500 points. Then look at what other armies can get as a 500-point unit (5 terminators in a land raider, a seer council, etc) and ask yourself if this is really a good way of doing things. If it really is a useful unit in your games, congratulations, but you must be playing against some complete spanners!

... you're spending 2/3ds of your points on.... 15 T3 5+ models? You've got to be joking.
This list will likely fail and fail hard. If you want to do an outflanking list, do an outflanking list. If you want to do an infantry list, do an infantry list. As it is, you're looking at 90 models of fail.
At LEAST throw a couple of commissars in there.

This isn't enough infantry for an infantry horde at this points level. Furthermore, without commissars, you're looking at a lot of infantry getting cut down in sweeping advances in an awful hurry once close combat starts (note that it will start sooner than later when al'rahem outflanks straight into the enemy).
Also, this list has serious holes. For example, there's no anti tank in this entire list (a slathering of krak grenades may be good against russ-based oppoennts, but what if they bring serious AV14?), and your only anti- meq is lasguns and power weapons on squads that will be rushed off the field the first close combat they get into. Also, no anti- MC. Pretty much the only base you DO have covered is anti-light vehicle. Everything else is seriously lacking for this points level.
The only way that you're going to get enough killing power to win is by spending more points on killing power. If only there was something in your list you could cut...

Funny every time I put in Commissars [or Vox-Casters] that is the 1st thing I am told to drop so I did, I dropped my Commissars and Vox Casters.
This is the last rebuild of my normal List. now I don’t face many tanks, mostly Dreads and the Destroyer and the Las Cannon usually deals with them. I started giving the Sergeants Power Weapon after some advice that the power weapons were a waist of points. I spent the fight bouncing Close Combat Weapons off of marines. [To see it look at the Spoiler]
After looking at my list and some of the advice I thought I would move Al’Rahim to the 2nd platoon and move the Heavy Weapon Squads into the 1st.
