I think GreyKnight in power-armor means exactly
GK in
PA ( upgraded to artificer armor possibly ), because:
the Gk in PA with access to the armory
- has the nemesis weapon defined as power-weapon in his "may choose from armory" line ,
- has
PA as basic gear, so artificer would be upgraded
PA,
- is not able to upgrade to
TDA,
Thus a Justicar follows the restriction of the armory ( can't choose weapons ) and the basic design of free choice restricted to captains and Heroes
( which start in
TDA, therfore ignore the restriction of
GK in
PA ) whilst Justicars don't get the same pick as higher ranking
GK looks Ok to me.
IMO, mastercrafted or artificer are just better/more ornate equipment but still follow the basic entries of the original plus their additional boni as an upgrade.

GK have a nemesis weapon ( but termies may replace it with a thunderhammer ). Which is considered superior, therefore lesser weapons are not an option.
Depends if you see artificer as pimped
PA or not.
The intend seems to restrict justicars. They are troop characters, so already less likely to gain full access. The only
IC however isn't restricted as its basic
armor is
TDA.
Do you need that 3rd or 5th psycannon in a squad of 5+x
GK ?
