In the armory section of the printed codex it states that "grey knights in power armor may only select items from the "wargear" section, as they are forbidden to use lesser items etc..."

This means that I cannot select weapons for him from, the armory, as they are under either the 1h or 2h weapon section, not the wargear section.

However, under the wargear section, I am able to select artificer armor for my justicar. Would doing so allow me to then take a psycannon for him from the weaponry section as he is no longer a "grey knight in power armor"?

The restriction is in the Armory, not the Army List.

This basically comes down to what does a "GK in PA" mean. Is it a literal term, or is it saying "this group of units"?

I have no idea how the RAW is interpreted here - this is just another prime illustration of the chaos that surrounds GW's concept of 'rules'.

Most people play it as you cannot, I think. It could also just be that most people don't give it much thought, since you're talking about adding another, what, 50 points into an already overpriced unit, which is generally ill advised with how few bodies you have on the board already.

I think GreyKnight in power-armor means exactly GK in PA ( upgraded to artificer armor possibly ), because:
the Gk in PA with access to the armory
- has the nemesis weapon defined as power-weapon in his "may choose from armory" line ,
- has PA as basic gear, so artificer would be upgraded PA,
- is not able to upgrade to TDA,

Thus a Justicar follows the restriction of the armory ( can't choose weapons ) and the basic design of free choice restricted to captains and Heroes
( which start in TDA, therfore ignore the restriction of GK in PA ) whilst Justicars don't get the same pick as higher ranking GK looks Ok to me.

IMO, mastercrafted or artificer are just better/more ornate equipment but still follow the basic entries of the original plus their additional boni as an upgrade.

To quote the dex I have to use :
Grey Knights in Servorüstung dürfen nur gegenstände aus der Ausrüstungsliste erhalten, sie sind äußerst bewandert im Gebrauch der gesegneten Waffen ihres Ordens und verwenden keine minderwertigere Bewaffnung.

Underlined the important part.

All GK have a nemesis weapon ( but termies may replace it with a thunderhammer ). Which is considered superior, therefore lesser weapons are not an option.

Depends if you see artificer as pimped PA or not.
The intend seems to restrict justicars. They are troop characters, so already less likely to gain full access. The only IC however isn't restricted as its basic
armor is TDA.

Do you need that 3rd or 5th psycannon in a squad of 5+x GK ?

1hadhq: Artificer Armor is not power armor; just like a Storm bolter is not a bolter.

The best things though(using the new PDF instead of the old paper book) is that you can buy as many weapons (handed-ness does not matter) as you like(the PDF tells you "normal limits on weapons carried must still be obeyed" but there is no limit in the rulebook nor the PDF-dex as to what those limits are) and you of course keep your original weapons along with those weapons you buy(3rd and 4th edition had the exchange weapons rules in the brb)

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.

You guys do realise buying a GK Artificer armour doesn't make him lose his Power Armour?

He ends up with both...

RAW is simple he buys artificer armour ... but nothing has said he removes his power armour so he is still Grey Knight in power armour. As such he cannot buy any wargear.
