As a Blangel Vindictator is a Fast Vehicle, so it can move 12" and still fire it's Demolisher Cannon, even though it is Ordinance.

Ordnance doesnt have any bearing on how fast you can move and still fire.

Yes, you may fire the main gun after moving 12"

Keep in mind that Ordnance BARRAGE does. You cannot move and fire Ordnance Barrage Indirectly unless you are fast (see the Fast rules for more details ).
