Aura of decay is described as a presence that attacks all units within 6 inches...it also states that the GUO can choose when to use it..i.e. that even though it's considered a ranged weapon you can use it during close combat. Does that mean that if anything comes within 6 inches, like an opponent assaulting, they must pass the "presence?" Or is it only used once per player's turn?

It is only used when it says it is used. Whenever the rules say to use it is when it is used, not at any other time. Fluff is not rules, don't mix up the two.

Also, don't get confused between units and models. This power affects all models in 6"; making it a much more formidable force than if it affected units.

Of course, it doesn't bypass Wound Allocation, however.
But yes, it is quite a good crowd control ability.

OP as said before it is a ranged weapon and therefore can only be used when you can use ranged weapon; the bit about close combat is to tell you that when the GUO is engaged in Close combat(and normally could not fire a ranged weapon) it can still choose to fire this particular ranged weapon(also that enemy models within this ranged weapon's range that are also locked in close combat, and therefore normally safe from ranged attacks, will still be effected by it).
Xca|iber: It does bypass wound allocation; Wound allocation is for when a unit is hit, this hits models directly(just like a dangerous terrain test).

Dangerous Terrain tests wound models. This hits models. Thus it doesn't bypass wound allocation, just like Whirlwind of Gore and Eye of Wrath.
