I need some help starting an army, money is an object so i cant really play around like i want. please suggest how I should start my army.

Save your money until you have enough to get what you want. If you don't, you will not be happy with it.
Seriously though, you need to decide what you want to do with it. Do you want to play friendly games at your local FLGS or do you want a tourney army? I've found that they lay out differently for most people. Your typical 'play at my FLGS/friend's house army will be well rounded, with a bit of a theme to it, where a tourney army will be max/min'd to the extremes.
Once you decide, make your list and begin down the road to damnation that the rest of us travel regularly. Pick up a box/blister, get it painted up and then repeat, until you have a playable force. Hopefully, money isn't too much of an object for you or you're in the WRONG HOBBY!

Khan has is on the spot. I would suggest to make your list & paper-craft it to see how you like. Also daemons are an expensive army, iirc everything nurgle is metal & will cost you. Also your power units like fiends of slaanesh & bloodcrushers will run you a lot of $$$, there's no way around that with daemons.

Well it's not easy to do the army cheaply, but not impossible - yes there will be some outlay, but consider....
HQ's
Heralds ofTzeentch, use plastic horrors, flying bases, and if you feel adventurous get some metal screamers
Elites
Crushers, plastic expensive but effective
Fiends get the spawn box work from there is very doable
FLamers only ever need 3 metal ok(ish)
Troops
Horrors (3 5 man units with 4 more as the heralds?)
Plague bearers - i've seen plastic zombies used for these
Fast attack
Seekers are ok, don't bother otherwise
Heavy
Both plastic

This would be the easiest way to make a cheap army. If you're not planning on playing in tournaments, Mantic's zombies would give you 900 points worth of Plaguebearers for 30 pounds. If there are any Imperial Guardsmen players around, you could probably get some parts off them to make them look more like former PDF troops.

Ok I'm sorry I didn't mean I wasn't going to invest in a nice army or metal figures. I meant like suggestions as in " so-so really sucks dont waste your money you can't really use these guys". I just need help with units that may look good on paper but aren't useful.

In that case you'd probably be better off looking in the Army Lists or Tactics forums or these articles. I can't vouch for their accuracy, but they should be better than nothing.
