He did not no. If you read 'A thousand Sons' from the Horus heresy series it explains how Magnus in his attempt to warn the Emperor of Horus's rebellion broke all the safety wards around the Golden Throne and Webway gate.

It could have worked, but Magnus allowed Daemons to get through, forcing the Emperor to close it forever(or there abouts) lest Terra be consumed

Another thing i've been wondering about the webway on terra was did the Emprah make ir himself? or was it just there and he found it?
