It says you must use 1-3 dice in your magic phase to ring the bell...
Does this mean POWER dice?
Or just random dice?
Its not very clear... a one off games workshop error surely  ???

The bell is not rung in the Magic Phase. You just roll between 1 and 3 dice. They are not taken out of any pool or anything like that.

How did you reach this conclusion? That's exactly when it is rung.
p 43, Skaven book, "In his Magic phase, immediately after generating power dice, the skaven player can choose to ring the Screaming Bell..."
You are correct, however, that it does not use power dice to be rung. The skaven player just chooses how many he wants to roll.

It does not specify power dice, so it isnt.
You're probably forgetting they changed the bell from shooting to magic between the 6th and 7th ed books

Nah, its ok - the bell used to be in the shooting phase, its now in the magic phase.
