You need to remove the points cost for each upgrade. Just leave the unit total. There are rules about this stickied at the top, in order to comply with GW.
After that, I am sure people can help.

I think you have a pretty solid gunline unit here, but its suffering a bit from bloat. I am not saying some of these things aren't useful, only not necessary.
If nothing else, drop that Vanguard Squad. It seems woefully out of place with the rest of your army and costs a fortune. You would be much better off with another unit of terminators for less. Speaking of which, I would say you would be better off replacing the uber psyker with another normal libby with Term armor. Give him Gates of Infinity and The Avenger and have him join one of the Term squads.
Give your dreadnought some weapons, or drop him all together. He is the only thing with armor in your whole army, so he will be drawing lots of fire.
Plasma Pistols cost quite a bit for their effectiveness, lose them and the melta bombs on the sniper sergeant. In fact, you might want to lose the whole scout squad or turn them into a close combat squad to counter assault.
Heavy bolters are a waste on Dev Squads, Missle Launchers are more versatile. In general Dev squads aren't the greatest, but I don't mind them in your list.
Finally, you don't have any melta weapons, so any land raiders are going to tear the entire army apart. Give the Tac squads Melta Guns instead of plasma guns, and see if you can find room for some tank hunting FA like attack bikes, bike squads or speeders.

Given Gets Hot!, I think the PlasPistol on pricey, Pfsit, sarge is an unacceptable risk. 'Tis minor though.

So much else of your army is smart, why split weps? Go all MLs.
The Dread sticks out and thus needs a friend. I'd toss one libby or the other. The rest is pricey, but will pack a wallop. An enemy librarian with Null Zone will suck though.

Your Vanguards are WAY too expensive. 400 pts on 5 guys? Also they have too many handheld wargears. Each of them have a CCW of some sort, a shield, and a ppistol. The problem with them is, that a storm shield is the same save as your PArmor. If I send my 225 pt 10 man assault squad at them. They will die, just the same. I suggest dropping everything but 3 powerweapons, one of which is free on your sergent. Just use them as a ~200 pt suicide unit to take out a dev/long fang squad. Drop in and charge. Use the points to buy some razorbacks for your tac squads. Combat squad and dump the lascannon half in the back and drive around until you find a good spot for a plasma gun. Just my thoughts.

Thank you all for the suggestions/pointers. For some clarification I should have pointed out that this is my half of a 4k team game planned in a week(my partner is running Space Wolvers). The Enemy team is comprised of Chaos Space Marines and one of them is running Abaddon, and I rightly fear him b/c the last time we played he walked through an Assault Squad and a Tactical Squad without a scratch (hence the Vanguard Squad and Storm Shields); the way I killed him was with my Snipers- Rending and some failed invul. saves. They only have 2-4 Rhinos and no other transports and no Heavy Support. They will both be running Khorne Beserkers and one will also be running Plague Marines. I don't have any other Librarians. Knowing what I know of my opponents, they fear the uber psyker. I am actually planning to use him to divide their forces. The same goes for the Dreadnought too. Also, I don't have any other weapons for the Dreadnought.
