So wanting to reply to your post has caused me to stop lurking in the background of Dakka and actually reg. finally
You want more ranged anti-tank so let's cover what you have allready:
Ven Dread: Great shooting platform, can either stand and shoot in the backfield or move ahead and still fire both barrels, great choice.
LRC: AV14 has never been better, but you dont need blessed hull unless you are guarenteed to face Lances. In my area there's one Eldar player and he normally doesn't stack the Lanceware, so Blessed is best left at home, saving you 45(?) points.
Las-Pred: Why the EA? Smoke is nice if you aren't in range 1st turn but if they hit you for 1-2 on the damage table you aren't shooting that round, which is a turn of wasted points. Drop the EA for 5 more points spent elsewhere. I also prefer the Dakka pred w/ las sponsons. 2 Str7 shots twin-linked is nothing to be laughed at.
Termies: Most people stick with a 3LC/2TH ratio, a couple more attacks at Str8 to put a smack down against
AV/Monsterous, but if you are facing Mob units(Boyz,
IG, Nids) keep them as they are, just decide before the game if 4
LCs will be overkill or necessary.
5x Initiate(Melta/P-Fist) Squad: You need more bodies in here. Sure they're a good anti-vehicle unit but with-out some wound soaks they will be lit up and easy
VP for your enemy.
EC: Where is he going? Is he gonna be riding with the 5 man squad in the rhino or with the Termies in the
LRC?
MoS: 200 points......Let's see about trimming him down some for spare points.
Twin
LC's:Kill it.
BRB states that a model with 2 or more different special weapons will not recieve an additional attack, so save some points and don't take them.
Holy Orb: Great for a blast template that doesn't scatter and will nuke most infantry nicely, I always pack one on my commander.
Meltabombs: Only take these if you think you will get caught in a Dread-trap, otherwise you're fine on anti-tank with the P-Fist and Melta.
T-Honours:

Cool cool.
3-Servitors: These boys are awesome. If you suffer a single casualty the unit's moving 10-5" that turn with-out running, 11-21" if they do. Very realistically you're in assault range Turn2 of the enemy deployment zone.
So trimming the fat from him: Drop the claws, he comes with a in-built
PW and that's good enough, you don't need the reroll wounds, you have 20 other guys to roll for.
MoS to Reclusiarch: Saves 15 points (still gives fearless/everything else) but loses a wound and I believe an attack, but he's mainly there for the fearless
RZ testing so you might want to look into it. Dropping the Meltabombs saves another 5-10pts, again you might want to look into it.
If you do cut him down he'll end up being 50-55 points cheaper. Personally I like to slap a plasma pistol onto a
IC in my army for the anti-infantry/light tank role it plays for only 15pts.
5x Initiate(
ML/Plasma) Squad: If you are running Objectives keep them, otherwise swap them for Sword Brethren. These guys are so versatile that they do literally anything you need them to. With Infiltrate they can take up a position on the enemy's flanks before the game starts, giving the enemy some second thoughts to where they will be moving that rear armour 10, as well as putting that plasma you pay for into use.
SB come as close as it gets to scouts for the Black Templars so you might want to do a change over to these guys for some early potshots.
If you cheapen the chaplain/
LRC and drop the extra armour on the Pred, you end up with 135-140 points to spend. That should be enough for a Dakka pred w/ las sponsons, able to take care of forward infantry(Read Scouts) and light/med armour value with ease. I suggest degrading your other pred to the same, freeing more points.
The other option is to throw in a couple of landspeeders w/MMelta's to either Deepstrike or zoom across the board blasting things on their way. If you take these you might want to throw on H-Flamers for anti-troop.
Small changes add up, and by throwing in another Pred you will get 2 more las shots, 2 more Str7
TL shots, and another vehicle for target satuation. With a couple of speeders you get more targets and 2 Str8
2D6 shots and 2 templates for ignoring coversaves.
