As far as I know the test for discerning whether a vehicle is obscured and in turn benefits from a standard cover save is whether the facing being shot at is > or = 50% blocked. Now I read the rule and it did not have any exceptions or caveats. However in the last game i played the opposing player said I could not claim a cover save for my rhino because there was a line of troops standing on a one inch hill in front of it. In other words, he argued that vehicles cannot be obscured by infantry. Is this true? I believe he consulted a mini-rulebook during the game. What's the deal?

You need to cover 50% of the vehicle from the firing models view; doesn't matter what blocks the view just so long as its blocked. Was 50% blocked? Yes, then you get a cover save: No, then you don’t.

What Tri said; also remember that you can't claim cover from the unit (the space between the models) only from the models themselves.

I really need to stay away from the 40K forums.

He was, plain and simply, wrong.

Vehicles can get cover saves from anything, so long as it physically obscures 50% of the facing.

Note however, that a line of infantry does not generally obscure 50% of the vehicle.

The actual models need to cover half of the vehicle, that very rarely happens.

Yeah I understand. In the circumstance that I was in, the troops were standing on a hill in front of the rhino. 50%+ was definitely covered.

He may simply be assuming the rule about shooting through a unit granting a cover save and is not TFG. Just point out to him the exception for MC and Vehicles in the BGB.

If he still demands a cover save, then never play him again.
