This army is based of the IoBB with a few additions. I still have 17pts left but dont know where to put 'em, a magic baner maybe? Overall I think this might work but feel free to advice and suggest anything crazy.

Although I know its based off of the IoB set, 2 rat ogres wont do much. They dont even have a full rank methinks. Either drop them for another lightning cannon or drop stormvermin to buff them up

HPA  , if you've got 1 great! Although on a serious note, 4 Rat Ogres is probably pretty sturdy for 1000 points. I would Replace The Stormvermin with ordinary clanrats, buff the Rat ogres up to 4, and Add 2 Warpfire throwers in although thats just preference tbh. Here's a similar list. Not nightrunners, unless you use them with a Warp-grinder for some ranked-up disruption behind enemy lines.
Gutter runners don't pack a punch, but they're versatile.
Censer Bearers are awesome for a single turn of killin' stuff, but they simply cannot be sent in alone (though Rat Ogres cannot either).
At 1,000 points, I did well with two Rat Ogres and a Doomwheel; my main forces engaged theirs while these two ran 'round the back. At least one of them survived the shooting/magic to hit home on some artillery and/or archers.
...but honestly, I wished for some tunneling Night runners more than the ogres or the Wheel.

are you sure all ur points values is correct? thx for ur time still. i really dont think a unit of 20 clanrats is going to do any real difference exept making other units panic... i like the stormvermin, they're simply cool! im planing on screening them from the enemy's shooting, not fully but partially so i get hard cover. :p
well, rear disruption is well but wont help much if my main units gets flanked and loses their rank bonus! grrr...

Im not sure if my points values are right but O well, they're close. If you pair Queek Headtaker with his own Stormvermin that gives them a big Umph, especially in big units! Just a thought.

I like Poisonwind Mortars the best for shooting weapons teams, because you can move and fire with them. If you want to win in close combat with regular Stormvermin, you should consider a Doomflayer, they are awesome!

doomflayer eh? havent thought about that... could be kinda cool to try design one on my own. Ball covered with lots of blades, pipes and a crew head poking out of the top? sweet...
I sort of view warpflamers as a "backup", able to turn any unit to ashes but that move or fire is pretty enoying...

Warpfire and Mortars are kinda the same thing at the end of the day I would use Mortars. Stormvermin are neat figs with awesome story to them but at 1k they are just too much cheese for their ratty worth. Doomflayer is okay, just hard to use and not get it zapped. In the end you do what ya like, but there are a number of 1k lists in the last week or so, give em a gander but in the end it is all General + BSB + Slaves + shootin.

so you think i should drop the stormvermin, get more guns and some slaves? hmmm... i thought of adding some slaves but figured they're just more to paint, and skaven shooting are anything but reliable, exept the warplightning cannon.
What about going cheesy and get like 3 warplightning cannons, drop the stormvermin, buff up the clanrats, get some slaves and hope for the best?

I don't think it's cheesy then again I think as Skaven we can do anything we want, cause hell after the battle it is all buffet time. It would be exactly what I do.

I would offer some caution, though; Skaven are cowards and back-stabbers, but unless the people you play against like to go for the throat themselves, that kind of thing could easily be frowned upon (I got a lot of flack back in 7th when we played a 500pt mini-tourney, and I fielded a Doomwheel...but then again, I deserved it).
And I certainly think that a big block of slaves or two would do you well. Fifty slaves kept close to your BSB and general = Stubborn re-rollable 8 for 100 points. 106 with full command (which is almost a must).
Most people prefer the Poisoned Wind Mortar to the Warpfire Thrower, since it is useful in more situations, but the 'Thrower is devastating when the situation arises. Auto-panicking is a pretty nice feature, and any T3 models are wounded on 2's; much better averages than the Mortar.
In the end, do you want to eat your opponent's face off, shoot it off, or shoot it off and then eat it off the ground?

No way, man. The Pawleader, with false promises of freedom, will help conserve some models. The challenge is a great way to pull those scary choppy characters off of your actual unit for a turn; in my last game against Daemons, my Pawleader challenged a Bloodthirster of Khorne to single combat, soaking up all those extra attacks.

haha, good point. well, some slaves it is! perhaps i'll drop the stormvermin after all (for now) and get a pair of slave units. and another warplightning cannon.
the thing is that the BSB cant be the general and thus the warplock engineer in my general at the moment. Is he really any good at 1000pts? i sort of view him as a pints drop and why not get another cheap chief to be the genaral?
You've given me a whole new perspective and for that i thank you, back to the thinking corner then...

Well, the Engineer is a wizard, so he's terrible in a fight, of course, but getting Scorch or Crack's Call will be enough to scare your opponent. Howling Warpgale is simply amazing, and Skitterleap could bounce the Engineer or the Chieftan out of a doomed unit, if need be. I'd have some kind of magic-defense, to keep those bases covered.
And why not a Plagueclaw catapult, to vary it up a bit? Just as good in different situations, and potentially more devastating.

Dump the rat swarms for Giant Rats and get a general since the BSB can't be one and a warlock is low LD. Rat Swarms don't block LOS and fight extremely poorly. Hell get more slaves.

I think it's pretty solid.
The 75 points spent on Rat Swarms could get buy 17 Giant Rats and 3 Master Moulders, or 34 Slaves with full command. They're both legit, but do not underestimate how useful the Swarms are. They're fast and extremely compact-15 wounds and 15 attacks for, essentially, a 6x2 unit. Great for killing war machine crews, and let's not forget that your opponent has to kill them to the man to move on.
I wouldn't bother getting a Chieftain general, though. From Ld8 to Ld9 is nice, but it's probably not worth the points at 1000, and the BSB is more valuable by a long shot.

As an alternative to the ratswarms is gutter runners, no? hink they'll do great as warmachine killers but the rat swarms would probably do a better job at tying enemies up... I guess I'm just gonna have to learn from my misstakes.
