If you have a special character like vulken, lysander, or shrike and they die does your chapter tactics go away. (So if Vulken dies then can I no longer claim TL melta, multimelta, flamers, and heavy flamers).

Nope. It stays. It says exchange. Only thing that does this is the Avatar of khaine.

It says "exchange Combat Tactics" for Chapter Tactics, so I guess it would be a permanent change, the units being considered to have started with that rule and the character having no more bearing on it. it would be different if the rules say "confer".
