I can already hear the thumping bass notes in the background as a kabal of neon, gyrating rave kids I mean Dark Eldar arrive 6" from me one turn one before just freaking out from all the E I mean combat drugs they are on.

Well you’ve convinced me! Now the only question is where would a sub be on a Raider?
Not sure how to do a neon/rave style army I guess their main color would be black and just highlight with bright colors?

Black is hard to do. I would go for a very dark blue or purple, made mostly with black and black inking plus a very contrasting highlight. Pink/white for purple or ice blue.

I basecoated mine black and then used midnight blue on top. Adding the most neon greens, purples or blues would definately work over that

While I think that black-and-neon colours (especially colour transistions) sounds really good to me, I'd refrain from using the term "cyberpunk". That's much more than looks.

I'm thinking the word you want is less "cyberpunk" and more "Blade Runner." Bonus points if you paint someone like Edward James Almos' character.
