just started an Ork Horde after 5 years of no gaming and i was wondering if i could table the legendary Warboss Ghazghkull Thraka at the head of my Death Skulls. Mad Doc Grosnik was a Death Skull so i dont see why not, but i want to be sure before i use him thanks in advance

Yes. You can use him wherever you want!

As long as you pay the points for Ghazghkull, you can play him in any Ork army you want.

Any model can be used so long as it is legal and good to do so beyond that there are barely any exception!

Well I have been playing orks for a few years now, Orks don't really have factions or chapters that matter such as the space marines do. So Orks are pretty much orks...... Welcome to the WAAAAGGGGGHHHHH!!!! my friend

Just paint him up as a death skull, do some conversions and make up a name for him.gaz, isn't the only warlord around.

The perks of the newer rules is that you're not as constrained to fluff as before. It could either be old Ghaz just "Visiting" another Ork Tribe, or it could be a stand-in, perhaps another really great warboss that has the same effect as Ghaz to his boyz. In previous editions Stand-Ins and Proxies were kinda blurred on whether or not they're acceptable. Nowadays it seems like GW is actively encouraging it.
