Well, Devs with a Pod are a bit strange.
I'd deploy them normally and use the Pod (with locator beacon) for gating purposes.
Moreover, I'd drop the heavy flamers of the Sternguard as these two Marines will have no special ammuno.
Take combi-flamers instead.

No need for heavy flamers as wuestenfux said.. Rather take combi-flamers....

Devs are wasted and too expensive to be dropped with pods... Rather take something else...

Captain, meh... I don't like all those pts for footy captain that will probably die pretty soon... I'm big fan of libby, though
I'd add master of the forge and get more dreads
You can add even rifleman dreads to drop on tactical spot and give fire support...
Drop pod Vulkan list is nice too...
Or stick with 1 HQ...

Dreads are nice...

Tacs, why take plasma gun? Take melta or flamer (I'd go with flamer)...

And no need to have all pods with locators... Take few of them (like 2, if any)... There is a nice combo with scout bikes squad that turbo boosts into position with that beacon so that all of your forces arrive just where you want them... Much cheaper than all those beacons...

You would have nice alpha strike (5 pods dropping, and I'd drop 3 MM dreads onto enemy, and two riflemans, unless you play against horde, in which case steins can help a lot...

And I wouldn't worry for scatter... Put your drop pod on top of the enemy and even if you scatter full 12'', with 2'' disembark you will still be in 12'' for melta to have an effect...

Don't have experience with this kind of list, though... This is my wish list (9 more pods and I have it all)...
