If the Librarian succeeds in any cover save from a shot from a Str5+ Model that model gets attacked with a shot of the following profile:
Range Strength AP Type
Infinite 4 3 Assault 1
C&C appreciated

So if my Heavy Flamer hits you, I immediatly get hit with an Ap3 hit?
Rethink it a lot. I suggest you make something like this:
Use at start of your shooting phase, and lasts until the start of your next turn. An enemy unit within 12" suffers a S4 hit for every S5+ attack they fired at the Librarian
My version isn't perfect but it's not horribly overpowered either.
