So I was bored and reading through the IG codex when I got interested in Chenkov and the whole "send in the next wave" thing.
Yes it's expensive but it could work... Here's a list and my tactic for it (even though I'll probably just stick to the IG army I'm building now xP)

Tactic:
So, the whole point of paying all those points for the conscripts and "Send in the next wave" is to make full use of it.
To achieve maximum efficiency, Yarrick and on priest join the first conscript squad, while the Lord Commissar and the other priest goes with Al'Rahems Conscript suad.
The first Infantry Platoon gets on the table right away, while Al'Rahem and co. stay in reserve. The heavy weapon teams get in position and try to destroy large targets (even though they'll have a hard time without any orders getting to them),
while Infantry Platoon nr.1 advances. At this point the enemy has to make a decision on who he wants to kill. The Conscripts are just conscripts, but they are 40 soldiers with rerollable attacks and a bunch of power fist strikes, so ignoring them isn't really an option. However if one wastes to much ammo on them, they can just start out new and hold objectives which are near to their side of the board.
Later Al'Rahems squad comes in to flank enemies and bring some more pain.
I'm not sure if this list could work in a competitive game, but it would sure as hell be fun to play, as it fields close to 200 soldiers, among them 80 who can respawn at any given moment xP
I also like the concept of the commissars and tons of expendable infantry as it is very close to the IG fluff. And hey, I bet 40 Conscripts with rerollable attacks could even hurt a terminator squad xP
