So if a unit in CC needs a 7+ or more to hit it's opponent in CC, without being reduced to WS 0, what happens.
For example, a unit is fighting Kroxigor and fails its fear check going down to WS 1 so it needs 5+ to hit, however the slaan has managed to get pha's protection on the krox so now it's 6+ to hit, but wait that's not all a sneaky skink priest has also hexed the unit with iceshard blizzard bringing it all the way down to 7+ to hit. Now what?

I would say that you would just need a 6 to hit, as an unmodified dice roll of 6 automatically hits.

yeah CC cant br modified to be worse than a 6+ so 6's are needed to hit.

Yep, the page with the chart, but we shall try to be a bit more specific. pg 50.
Oh, look, there's even a passage to make this one clear (HAHAHAHAHAAH). Roll to Hit, last non italicized paragraph:
"Sometimes modifiers apply to these rolls, but a natural dice score of 6 always hits and a natural dice score of a 1 always misses."
(Yes, I am feeling a bit cranky today, life sucks at times.)
