I have been trying to come up with a list that can withstand the torrent of STR8 missiles and shots coming from Wolf lists, and the fast assaults coming from BA lists. I am a proponent of speed in order to isolate portions of the enemy. My list can take on mech lists rather handily, and even hordes arent too difficult to best, but Blood Angels and Wolves, with their own versions of speed, can be problematic. My list is centered on a fast, mobile shooting platform. Close combat is avoided as much as possible. I can use Combat Tactics to redeploy and disengage before my units get wiped out. Here is the list:

HQ
SM Captain on Bike, with Relic Blade, Artificer Armor, Hellfire Rounds (190 pts)

HQ
Librarian on Bike (Null Zone, The Avenger) (135 pts)

Troops (1110 pts)
4x Bikers, 2x meltagun, 1x Attack Bike w/MM
4x Bikers, 2x meltagun, 1x Attack Bike w/MM
4x Bikers, 2x meltagun, 1x Attack Bike w/MM
4x Bikers, 2x meltagun, 1x Attack Bike w/MM
4x Bikers, 2x meltagun, 1x Attack Bike w/MM
4x Bikers, 2x meltagun, 1x Attack Bike w/MM

Fast Attack (450 pts)
3x Attack Bikes w/MM
3x Attack Bikes w/MM
3x Attack Bikes w/MM

Elite (115 pts)
Dreadnought with MM, DCCW w/HF

2000 pts

Total of 12 kp, 12 meltaguns; 16 MM; 1 HF; 41 TL Bolters; 41 bikes (59xT5 wounds); Dreadnought

This list uses the "Water Warrior" style of tactics, adapting to the enemy's plans, avoiding their strengths and hitting their weaknesses. The speed, mobility and firepower of this list allows me to play in this style. Hordes need to be coralled into fire zones and wittled down.
Tactics:
Turbo-boosters: All units should rush into the enemy lines, taking care to stay out of charge range (typically 12”), to take advantage of the 3+ cover save. Keep one or two bubble units out front in case of a charge.
Combat tactics: Should units be fired upon or charged, they will use combat tactics to disengage 3d6”.
Relentless: The primary battle plan of this force is to get close to the enemy and use a torrent of firepower to wither him. Firepower should be focused as much as possible.
Always leave an opening in the advancing lines for retreating bike squads so that they are not pursued within 6”. Try to surround an opponent so that when he fails morale he is trapped and is therefore destroyed, especially Marines.
Primary Tactic: Isolate the enemy to engage portions at any one time.
Dreadnought: Advances with the bikes (as bubble wrap), RUN, my primary CC unit, along with the Captain.

Any thoughts on how to best fight vs Wolves and BA appreciated.

I would think about replacing the Dreadnought with a Vindicator to give you some serious Terminator killing power.

I have thought about using Vindicators, but scattering is scary for me, as my bikers will typically be ahead of the Vindy, and the Demolisher cannon can really hurt my precious bikes. Vindicators do not work very well with this list due to scatter.

Throw a few Predators in there with Autocannon and HB Sponsons. Cheap, can move and still fire it's autocannon for anti-transport, and provides some needed anti-infantry to the list.

I do think this list will have trouble with hordes. A decent amount of bolters, but so lightly concentrated I'm concerned with them taking out something before getting overwhelmed.

With a horde army, the way I have played is to "refuse the flank", forcing his army to bunch up and contract his frontage. Then I just shoot the fun out of them as they come up. Another tactic I have used is to place everything in reserves. By turn 3, before he can line up against my entry board edge, I have several units coming in, shooting whatever is un-supported, and setting up for the mid-game. No doubt, hordes are not easily dealt with by this list, but there arent many that can, unless they are full of templates and pie-plates. Tactics have as much to do with winning as does the army list you are playing with.

I would consider dropping some attack bikes for some MM/HF speeders. The ability to tote both weapons is nice along with the opportunity to DS and pop some heavy armor.

Orks! Orks would be a problem for your list, mostly due to the fact that you have many meltas but nothing which can seriously take down hordes. The dread has a heavy flamer which is good, but I think at least one of your bike units should be anti-horde.

I like to imagine the Emperor kills so many Orks that he ends up half buried beneath a pile of corpses, with only his head sticking out. A lone grot stumbles across him, and starts choking him.

Then Horus comes across the lone grot, somehow managing to kill the Emperor, and punts it into space.

Ok, in response to the concern that this list would need more anti-horde capability, I have decided to slightly modify my list to include more flamers and a tad bit more close combat ability. Ergo, I have changed two of the biker squads, removing their meltas and replacing them with flamers. Also have added power fists to the sergeants in those squads. Here is the new list:

HQ
SM Captain on Bike, with Relic Blade, Artificer Armor (180 pts)

HQ
Librarian on Bike (Null Zone, The Avenger) (135 pts)

Troops (1120 pts)
4x Bikers, 2x meltagun, 1x Attack Bike w/MM
4x Bikers, 2x meltagun, 1x Attack Bike w/MM
4x Bikers, 2x meltagun, 1x Attack Bike w/MM
4x Bikers, 2x meltagun, 1x Attack Bike w/MM
4x Bikers, 2x flamers, 1x Attack Bike w/HB, Sgt with Power fist
4x Bikers, 2x flamers, 1x Attack Bike w/HB, Sgt with Power fist

Fast Attack (450 pts)
3x Attack Bikes w/MM
3x Attack Bikes w/MM
3x Attack Bikes w/MM

Elite (115 pts)
Dreadnought with MM, DCCW w/HF

2000 pts

Now the plan is for the captain and librarians to accompany one of the flamer / powerfists squads. The other flamer / powerfist squad will be in reserve for close combat. Will they solve the horde problem by themselves? of course not, but it gives me more anti-horde, right?

Thoughts welcome.
