So, here's the issue:
Eldrad can use 3 psychic powers per turn, by having Spirit Stones and the Staff of Ulthamar. (see Eldar codex p51 for more info) His staff lets him use the 3rd power as a duplicate, but doesn't indicate that the 2nd can be a duplicate.
Farseers are not allowed to use multiple of the same psychic power in a turn (p.26 Eldar codex), but that doesn't apply to psykers in general.
Eldrad is not technically a Farseer, so their restriction shouldn't apply to Eldrad.
Does this mean Eldrad can use the same power 3 times in a turn?
And, is this a RAW loophole, or is it actually "fair" to treat him as any other Phyker and use multiples of the same power?

Flawed logic, by that logic you may not use Spirit Stones with Eldrad as they state that a Farseer with spirit stones can cast two powers per turn.

Likewise, the listed psychic powers all refer to 'the Farseer' when measuring range. If he's not a Farseer then clearly he can't use any of them.

Arctik_Firangi and BlueDagger: those are getting a bit old. That's the case with ALL special characters which use "proprietary" abilities or whatever you want to name them. "Eldrad Ulthran Farseer of Ulthwe" (being the model's complete name) isn't Farseer? No it's not the same situation as CSM Daemon Prince not being on the Daemonhunter's list of Daemons).
This is GW's style of rules writing. Rules as written also require you to be adaptive and read between the lines (and that's actually written out in the rules).
Grakmar: No, only the third power may be a duplicate of any of the previous, RAW. Here are the allowed combinations (Guide, Fortune and Doom are going to be named Defensive#.)
* Defensive1, Defensive2, Defensive1
* Defensive1, Defensive2, Defensive2
* Defensive1, Defensive2, Eldritch Storm
* Defensive1, Defensive2, Mind War
You may not duplicate Eldritch Storm or Mind War, since those are psychic shooting attacks and are restricted by more rules than just psychic power uses per turn.

Good point. I double checked the wording on all Farseer equipment and powers and:
The following don't work on Eldrad: Ghosthelm, Runes of Witnessing, Spirit Stones, Doom, Fortune, Guide, Mind War
But, the following do work on Eldrad: Rune Armor, Runes of Warding, Eldrich Storm
So, even if he can cast 3 of the same power per turn, he can only cast Eldrich Storm, which can't happen because it's a shooting attack.

The point that they were making was that the OP had suggested that Eldrad was NOT a farseer and therefore should be able to get 3 powers per turn. By that logic all of the other "Farseer" bonuses he would get would also not be granted.
He can only use 2 of the same powers and a 3rd different one, because yes, he is a farseer(inferred).
This is why (Pre Nid FAQ) I had always found it funny that Gwar was Claiming Doom, et al to not be their respective bugs and as such not having the ability to utilize the powers/abilities they have; the same goes with his current rants on Nork Dedogg; yet he is fine with Eldrad casting Eldar Psychic powers and using Soulstones(doesn't Gwar play Eldar too?).

Real Eldar players don't use Eldrad anyway.
The only thing that makes a Farseer what he is is the fact that he is, in fact, a Farseer. Farseers don't have a special rule denoting them as Farseers. It's clearly printed in the codex that he is a Farseer. Even this post contains less than half the instances of the word in question compared to the two pages that concern Eldrad.

The entire first page where it consistently calls Eldrad a farseer is a page purely full of fluff. the second page only calls him a farseer in the fluff as well. Where his actual rules begin there is not even 1 instance of the word "farseer". the Psychic powers he has are not even referred to in his rules as "Farseer Powers", only Psychic powers.
Also Zoanthropes do not have a rule called "zoanthrope" nor do ogryn have a Rule called "Ogryn"; the list goes on.
