Hi guys, I'm making a new chapter for 40k called the Black Crows and these are the rules for my commander, please tell me if he is "over powered" or if he is "under powered" (even though i doubt he will be...), also, Will you guys help me put a price on him? Thanks!

Chapter Master: Felix Africanus

WS=6 BS=5 S=4 T=4 Wo=4 I=5 A=4 Ld=10 Sv=2+/4+

Wargear:
Master Crafted Bolt Pistol
Taloned necklace (4+ Invuln save)
Unique Character
Frag & Krak Grenades
Artificer Armour
Spear of the Crow
The Black Cloak
Reknown of Felix
Melta Bombs

Spear of the Crow: A Master Crafted spear bestowed upon Felix by his Primarch, This spear was made by the Folkloris Metanicus in the year 23M, The spear was made with a mixture of Plascrete, Adamantium, And the Last chunk of Dwarven Mithrillium. This spear imbues the wielder with more focus while he is shooting. Felix has never failed close combat while wielding this spear. This spear gives a +1 S counts as a power weapon.

The Black Cloak: This cloak is completely black making Felix nearly impossible to see at night. During nightfight whoever is shooting at Felix, Not the squad, has to re-roll passing To-See rolls. (Ex. Vindicare choosing to shoot directly at Felix)

Reknown of Felix: Felix is very well-known for his close-combat prowess every enemy fears him in close-combat. When Felix charges into close combat, the first round of combat, Felix always goes first no matter what your Initiative is.

Felix can choose to take an Honour Gaurd/ Sterngaurd Veterans squad

Can be loaded in a Land Raider 250 PTS, A rhino 35 PTS, Or be put on a giant crow 50 pts gives +1 S +1 T and +1 A

Always strike first mixed with additional stats?

That'd almost be unfair, but considering he hasn't got a Power Weapon, I think this hero would be smashed in close combat.

By the way, why does he have WS 5? The Chapter Masters in the current (newest) Editions of MEQs have Chapter Masters and Captains at WS 6.

If he did happen to have a power weapon, I think he'd almost be overpowered if he still had the additional statistics.

He, for example, could pop Mephiston, Astrorath, Vulkan, and so on without them even being able to strike back.

Training sheep, Stocking Urchins.

Cool, and not unfair, but night stalker sounds too much like night haunter in my opinion. In terms of points, i'm useless at that sort of stuff.

Che-Vito: He is a unique character, The re-rolls only apply when the oponent is shooting at him, not the squad, He can take an honour gaurd, And yes he does have access to transport.

Grayspark: his spear does count as a power weapon forgot to mention that though, But, why do you think I gave him such a low WS? think like this, he goes up against vulkan, 6 attacks going out at Vulkan 1st round, hitting on 4s wounding on 3s. Think of how many he would miss just from rolling to hit? and then you still have to roll to wound. Vulkan will still be alive, and then next round of combat we attack simo. and then again you can EASILY kill him before he even gets into close combat.

Why would a Spear add to his BS? Plus a spear is a slower weapon than say a sword, so I would keep the strikes first rule, but lower his # of attacks.

the band is playing somewhere and somewhere hearts are light, and somewhere men are laughing, and somewhere children shout but there is no joy in Mudville — mighty Casey has struck out.

Agreeing with Nicorex here. If he's never failed in CC with that spear, it shouldn't increase his BS--especially because since his only ranged weapon is already master-crafted, the BS boost does literally nothing.

Ultimately, he's ok, but nothing too special. his strength is good, though. I'd price him at around 160 points.

For love of the Emperor, though, give the poor fellow some Melta Bombs--nobody likes a chapter master who gets ID'd in cc by a killa kan.

Also, and this is just a personal thing, but the word "mithrillium" seems a little silly to me.

Hahaha makanabob you are right, i think needs some melta bombs, the the reason why he has so many attacks is because i was looking at the space wolves codex (army that i play right now) And the wolf lords have 4 attacks base so i figured that would be aight for him, and i think i do need to take off the +1 bs

Automatically Appended Next Post:
And I was also thinking about giving him the option to have a trained tyranid Gaunt mount that would give the same stats as a thunderwolf but it would cost 50 pts

I concur, he needs a name change... and I don't remember their being a Primarch called Tridge. Unless he was one of the lost two Primarchs and your dudes are Chaos?

The Hormogaunt needs to go, any other mount would be good but a nid? Why not try a large bird or bike... even a flyer like Samael from the Dark Angels?

I suggest dropping the +1 from the spear and upping his WS to 6. Also the initiative thing has to be dropped, I play Marines, most people have played marines, you play marines... you should get used to your characters striking second against the faster races such as nids or eldar etc. Creating a rule which always allow you to hit first is a bit too much. So, if you were to take into account the length of a spear I'm sure you'd be able to use a rule which means you match the opponents initiative with ONE attack in the first round of combat, reflecting the extra range the spear provides you in CC.

Hope this is helpful advice and helps you perfect your character before your opponents decide they won't let you play him because he's too hard!

@ Geordie The initiative thing is only when he charges them, if eldar charges them the eldar will go first and it will be normal close combat.
