Would a striking scorpion exarch with a scorpion claw be str 6 or str7 or str 8? Do you just double his strength, or do you double it and add one for the scorpion chainsword, or do you add one for the scorpion chainsword and then double that?

It's a different weapon. You simply double his Strength.

The Scorpion Chainsword is a special ccw, as is the Claw, so they do not work together. If you have both, you have to choose one or the other, and no bonus attack for 2ccw.
So, your options are:
Claw: 3 attacks, S6, I1, power weapon
Sword: 3 attacks, S4, I6
If you do have a multiplication and an addition in Str (say, an Ork with a Power Claw and furious charge), you double the base str and then add other bonuses.

In close combat, the Scorpion's Claw is a Power Fist. Power Fists may only be used together with other Power Fists. If you purchase a Biting Blade as well (you can legally do this), you will not get extra attack for either of the two weapons aside from the Mandiblasters, and you must choose which weapon to use in close combat.
