I did a search both on the forums and the INAT FAQ's and couldn't find anything regarding this.

How does Tempest's wrath interact with the guidance systems on a drop pod?

Would the drop pod automatically land at the edge of the 24 inches or can it simply land it and have to roll to see if it was immobilized (ie... nothing would happen)

Granted, I understand the effect on the troops disembarking in the radius.

Why would the guidance system have any effect? Is the terrain impassable or an enemy model? Those are the only things the inertial guidance is affected by. Difficult/Dangerous terrain doesn't matter to it.

Drop pods that come down inside the area of effect must test for dangerous terrain as normal. If the result is that they are immobilized (page 57) they will instead take a "Weapon Destroyed" hit(page 61).
