I was wondering if his rules were fair, underpowered etc.

Morr' Salan, the forgelord, chapter master of the Forge swords.

In terms of points i'm thinking about 260.
Sounds good?

Does the crest make him count as a psyker (take tests, etc...)?

I'd probably go for only +d3 or rending on the blade not both, once abilities start stacking up and synergizing they get harder to judge.

Also I'd lose Eternal Warrior, just cause folks bitch about it being too common and you'll avoid a lot of grief.

Also is he meant to have a Chapter Tactics (perhaps just the same one as Vulkan?)

Ok then, i'll give him chapter tactics like vulkan, but i'm not sure about dropping eternal warrior, as he is 260pts.

Sounds kinda overpowered...

Stick him in a Land Raider with suitable cannon fodder and he'll tear any army a new one, cept maybe against Mephiston.

Ok, prehaps he is overpowered. How about I get rid of rending and change the rules for crest of melrael to it grants him re rolls to hit when he charges.

Wow i never noticed that he didn't have an attack value which means he sucks in combat more than a scout!

Drop Rending? I guess but here's some more stuff that I'm kinda confused by.

And just as a question, why does he get rerolls to charge and with the relic blade.

Normally you should stick to having only one kind of a reroll for a unit base.

Plus getting the d3 extra attacks on the charge makes him way too strong.

Plus you giving him rending, it seems like you're trying to make some sort of a special character that you can use to just kill anything, which isn't exactly the most fair thing.

Ok then, how about crest of melrael means he takes D6 wounds from instant death (not instantly dead) as it forms a protective sheild of fire around him and the relic blade gives him +d3 attacks when he charges and is mastercrafted, because it is filled with the power of a machine spirit.

how bout this

master crafted relic blade, can be used with a normal cc weapon for +1 attack. simple and effective with no need for silly rules

Give him a melta bomb and combi flamer, have him take the sister of battle "one hit prevent death" cloak if at all.

I'll agree with master crafted relic blade. The problem with this edition is that big bad named characters aren't very threatening to mobs of razorwolves/bloodrazors because at best, you kill the squad(80sh points) or the car (80ish points) then get shot to hell.
