first off, you must pass a leadership to shoot at a unit that is not the closest unit to you but you may fire at any unit on the board granted that you have passed your leadership check and are within range.
LOS would work something like this.
Unit has no cover. - no modifier
No cover but elevated position - 5 + cover save (this terrain must be determined before play begins)
Unit is in area terrain. 4+ cover save
Unit is in ruins. 3+ cover save
Unit is completely obscured (behind solid walls, tanks, hills) or is in a fortified position. 2+ cover save (2+ cover save is always the max)
This would also create new rules for indirect fire weapons, as you would not get a cover save on a roof, but would still benefit if a buidling is multi level and you have cover from the top, or you are in a fortified position.
In addition, I think that they should eliminate cover saves from non walker vehicles completely unless they pop smoke
With this in effect you would not have to worry about drawing LOS, or trying to trace a laser pointer though a window sill. If the building is not completely solid, its a 3 up cover save. no matter if your model can see it or not, but if the unit has a group screening it, or a land raider in front of it, you must pass a leadership to even shoot at it.
Additionally, you would change the way that going to ground works. When a unit goes to ground, they would recieve a + 1 cover save, but still be allowed to fire during their turn. This would give players an incentive to "de-meq" their armies.
Additionally, there should be a new rule called over-watch, which would allow a unit to set up a firing lane of 90 degrees. This unit would receive the same + 1 cover of going to ground, but not be allowed to fire during your turn. When a unit passes within the over watched units firing lane during the opponents turn though, your unit would get to shoot at it.
