I hope i am putting this in the right place since it related to fantasy. I am working on a high elf army, but the are painted as Ghosts. Now if i want to play them as Vampire Counts in a tournament, could i do that?

Questions about Tournaments should always be aimed at the Tournament Organizer.

I suggest you don't believe anything posted by thedarkavenger unless confirmed by other regular posters here at Dakka. He has shown he is incapable of basic English comprehension.

Ask the TO.
Only they will be able to say.
Personally for me the Rule of Cool kicks in. If they are armed appropriately, look awesome and dont confuse me too much, I wouldnt have a problem.

Heck, I think GW posted just such an undead High Elf army on their website. Female sorceress as banshee, spearmen as zombies, the whole nine.
So long as everything is easily identified, I foresee no real problem. But for safety's sake, check with the TO.

+ yet another 1 for Tournament organizer. I would have no problems as long as I didn't have to work really hard to figure out what was what. I think I've seen this done with a more extreme army where the units had little "name tags" so you would know at a glance what the unit was.

While it depends on the TO as has been said I'm going to say probably yes. As long as you accuratly represent your units with the correct wargear and such it should be allowed.
