The list as a whole has a lot of bloat into not particularly great options. Multi Melta's are not long range weaponry, so why are they not getting a transport? Change them to something with range (like a Missile Launcher or Plasma Cannon) or change the transportation option to a Rhino and take the whole squad. Power Weapons on Tactical Sergeants is a waste compared to a power fist, especially when you also give them a storm bolter (less attacks?!); either drop the storm bolter back to a pistol or give him a power fist (then it won't matter). In this first list, you also have very little useful anti-armor (MM's on Tac Squads are not useful anti-armor) and nothing to open up transports except assault cannons. Take the fists or get some meltas.

Detachment A is great.

The Detachment B you have listed is really quite poor and doesn't take advantage of Vulkan at all.

Instead of that, try this instead:
