Imperial Guard, definitely.
In fact, Imperial Guard has more viable units and builds than the Marine codices I would say.

Oh there's way more Ork builds than that!
Nob Bikers, Battlewagon Rumble, Kommandos .. I think Orks are definitely the most versatile.
