Well, you're gonna need troops, so you really have little choice but to start here.

Infantry squads and command squads maybe a few heavy weapon squads.
If you mean completly new then you should get a codex first and see what you want from that.

Get a codex spend some time seeing whta you wouldlike and then get some of them.
If it's mainly infantry then you will need infantry squads (obviously).
