Basically Guardsmen, veterans in carapace, Pre-SM gene enhanced soldiery in Power armor Mk I.
No aquilas but the lightning symbol of the Emperor.
GW had 2 metal figs in PA Mk I and IMO they may give a hint on the heraldry.

The Blue guy with the plume is your man for Mk1 armour. that should give you some idea for modelling and conversions. Just beef up some standard Cadians.

You could get some Leman Russes and make them look older or find some other tanks and you them.
